Three House Bills Would Suspend Tariffs on Certain Jewelry Imports
Representative Carolyn Maloney (D-NY) has introduced several bills into the U.S. House that would temporarily suspend duties on specific imported jewelry items:
- H.R. 5171: (112th Congress, 2nd Session, Maloney (NY-14))— To suspend temporarily (through December 31, 2015) the duty (11%) on U.S. imports of imitation jewelry necklaces or bracelets, valued $10 each or higher (provided for in 7117.19.90).
- H.R. 5172: (112th Congress, 2nd Session, Maloney (NY-14))— To suspend temporarily (through December 31, 2015) the duty (3.3%) on U.S. imports of necklaces or bracelets, other than necklaces or bracelets containing jadeites or rubies, valued $10 each or higher (provided for in 7116.20.05)
- H.R. 5178: (112th Congress, 2nd Session, Maloney (NY-14))— To suspend temporarily (through December 31, 2015) the duty (11%) on U.S. imports of imitation jewelry earrings (provided for in 7117.19.90).
Each bill was referred to the House Committee on Ways and Means on April 27 of this year. FJATA has submitted comments in support of the legislation.
FJATA was specifically contacted by the US International Trade Commission (USITC) to provide industry perspective. Recommendations include expanding the scope of the bills pertaining to fashion jewelry by lowering the price points on the two “necklace and bracelet” bills and expanding all three to create a more inclusive list of jewelry categories that would be covered.
